The German’s rating is more to do with the lack of time he had on the field. Of course it doesn’t help when you are replacing Kevin DeBruyne.
A good option off the bench, Ilkay will be looking for a starting spot. Like Bernardo though I think he’ll have to bide his time for now at least.
